PEF Tender for Event Management of Punjab Education Summit & Expo 2026–2027

Punjab Education Foundation (PEF) invites sealed, lump-sum bids for hiring an event management firm for PESX—Punjab Education Summit & Expo 2026–2027, under Invitation to Bid No. PEF/PROC/ADMIN/2026-27/08. PEF is an autonomous organization established under the Government of Punjab to promote quality education through public-private partnership.

Eligible bidders include firms, companies, sole proprietors and general order suppliers engaged in trading, registered with the relevant registration authorities and tax departments for Income Tax, Sales Tax and Punjab Sales Tax, and registered on the Punjab e-Procurement (eP) System. Procurement will follow the Single Stage–Two Envelope Bidding Procedure under PPR-14 Rule 38(2)(a). Punjab Procurement Rules 2014 apply to the procurement process.

The bidding document will be available immediately after publication of the notice on the Punjab e-Procurement System, PPRA and PEF websites. It contains the detailed service specifications, eligibility criteria, bid scope and terms and conditions, which are binding on bidders. The document may be downloaded free of charge from https://ppra.punjab.gov.pk. The PPRA procurement notice URL is http://eproc.punjab.gov.pk/viewtender.aspx. The response period will be calculated exclusively from the date of publication on the PPRA website.

Bids must be submitted online through the Punjab e-Procurement System by 2:00 PM on November 19, 2026. Bid security of Rs. 5,000,000, calculated as 2% of PEF's estimated procurement price, must be submitted, and a scanned copy must be uploaded to the e-Procurement System. Late submissions will not be accepted.

Bids will be opened at 2:30 PM on November 19, 2026 at the Punjab Education Foundation office, 302–H/3, Johar Town, Lahore, in the presence of bidders' representatives who choose to attend. Bids must remain valid for at least 180 days from the submission deadline.

Taxes will be deducted according to applicable government rules. Bidders must provide Income Tax and Sales Tax registration certificates. PEF will not bear any costs or expenses incurred in preparing or delivering bids and reserves the right to reject all proposals at any time before acceptance of a bid or proposal.
