C&W Lahore Tender for Construction of 10 Sniffer Dog Kennels

The Communication & Works Department, 3rd Building Division Lahore, invites item-rate bids for the construction of 10 sniffer dog kennels for breeding purposes at the Police Dog Breeding Center & Training School, Special Branch Punjab, Lahore. The procurement will follow the single-stage, two-envelope procedure under PPRA Rule 38, with separate technical and financial bids, in accordance with the approved DNIT.

Eligible contractors and firms must hold Pakistan Engineering Council registration renewed for financial year 2026–27 in category C5 or above, with specialization code CE10. Contractors must produce their original PEC licence bearing the required specialization code. Contractors without the relevant specialization code will not be considered further.

The invitation is issued through e-tendering under Notification No. SOH-I(C&W)1-49/2023/3652, dated May 26, 2024. Contractors must download the critical evaluation requirements from https://eprocure.gov.pk and upload their technical and financial proposals accordingly.

Procurement will be conducted through the Punjab e-Procurement System at https://ep.punjab.gov.pk, developed by PITB for the Punjab Procurement Regulatory Authority. Interested applicants and constructors must register on the system to become eligible to apply. Tender documents containing detailed requirements, terms and conditions are available to registered bidders through https://ep.punjab.gov.pk and the PPRA website, http://ppra.punjab.gov.pk.

Technical and financial bids must be separately signed and stamped and submitted electronically before the deadline. Manual bids will not be accepted. Earnest money must be deposited through 1-Link or online bank transfer from any scheduled bank, using the PSID generated through the Punjab e-Procurement System. The earnest money payment and bid submission must be completed before the tender opening date and time.

The procuring agency may reject all bids or proposals before acceptance in accordance with PPRA rules. On request, it will communicate the grounds for rejection to a bidder but is not required to justify those grounds. The response period is calculated exclusively from the date of publication on the PPRA website at https://eproc.punjab.gov.pk/ViewTenders.aspx.

If the government announces a holiday or another holiday occurs on the tender opening day, opening will take place on the next working day.
