Pishin THQ Hospital Karbala Construction Tender 2026

The Executive Engineer Buildings, CWP&H Department, District Pishin, invites eligible bidders to submit electronic bids for construction work for the year 2026, based on Composite Schedule Rates 2023 on a percentage-rate basis. Tender reference: TSE-262711120313.

Procurement will be conducted under the Balochistan Public Procurement Rules 2014 through the single-stage, two-envelope bidding procedure. Registration on the BPPRA Government of Balochistan Electronic Public Procurement System is mandatory for all bidders, whether participating in electronic or manual procurements. Only electronic bids will be accepted for this tender; physical submission is not required.

Eligibility: Bidders must be on the Active Taxpayer List, registered with the Balochistan Revenue Authority, and must not be blacklisted by any procuring agency in Pakistan. Pakistan Engineering Council registration in category C-3 or above, covering works up to PKR 500 million, is required. Relevant specialized codes are CE09(i) for sewerage works, CE09(ii) for water supply, CE10(i) for general civil engineering works, and CE10(vii) for general buildings and maintenance.

The firm must have completed two assignments of a similar nature and demonstrate turnover of at least PKR 191,149,775 in one subsequent previous year as evidence of financial capacity. It must also have completed at least one project each in road, dam, building and water supply works, with a minimum cost equivalent to 60% of the estimated cost. Overall, the firm must have completed at least two assignments during the last three years, each equivalent to 60% of the estimated cost.

Bidders must provide a notarized, freshly dated affidavit on PKR 100 legal stamp paper confirming no conflict of interest, no blacklisting, no pending litigation and no contract non-performance during the last three years. A clear scanned copy of the bid security CDR must be attached, together with the BPPRA challan and green challan.

A duly attested power of attorney on PKR 100 judicial stamp paper must identify the work and TSE number. Where the bidder is the owner, a self-authorization undertaking on stamp paper must be provided. Freshly dated Active Taxpayer List and Balochistan Revenue Authority registration certificates are required. Bidders must also submit an original, attested document on PKR 100 judicial stamp paper identifying the work and TSE number. Scanned copies are not allowed for these affidavit, authorization, registration and original-document requirements.

Bid security: Bids must be accompanied by security equal to 2% of the estimated cost, in the form of a bank guarantee or deposit at call from a scheduled bank, in the name of the Executive Engineer Buildings.
