Galiyat Development Authority Contractor Prequalification for Beautification and Mechanical Parking Projects

Galiyat Development Authority (GDA), Government of Khyber Pakhtunkhwa, invites Expressions of Interest (EOIs) through EPADS for contractor prequalification for the following engineering, procurement and construction (EPC)/design-build projects. Applicants must be registered with the Pakistan Engineering Council (PEC) in the relevant category with the relevant specialization codes and enlisted with GDA for FY 2026–27 under the Government of Khyber Pakhtunkhwa’s Centralized Enlistment Policy.

Prequalification will be conducted under the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Act, 2012, and the KPPRA Procurement Rules, 2014, as amended. Applicants will be assessed on eligibility, experience, financial soundness and key experts according to the EOI document.

Only prequalified applicants will receive the Request for Proposals (RFP) and be invited to bid under the single-stage, two-envelope procedure. No design, price or bid security is required at the EOI stage.

The EOI document can be downloaded free of charge from EPADS at https://kp.eprocure.gov.pk, the KPPRA website or the GDA website. EOIs must be submitted only through EPADS. Hard-copy, email, courier and USB submissions will not be accepted.

The deadline for written queries is 13 November 2026 at 5:00 PM. The EOI submission deadline is 24 November 2026 at 11:00 AM. EOIs will be opened on EPADS on the same day at 12:00 PM.

Active registration with FBR, including NTN and Active Taxpayer List status, the Khyber Pakhtunkhwa Revenue Authority (KPRA), PEC with relevant codes, and EPADS is mandatory. Joint ventures and consortia are permitted and will be treated as a single bidding entity, subject to the conditions in the EOI document.

Applicants providing false or materially inaccurate information will be disqualified and proceeded against for debarment under Section 29 of the KPPRA Act, 2012, read with the relevant rules. GDA may reject all EOIs in accordance with the KPPRA Procurement Rules, 2014. The authority maintains zero tolerance for corruption.
