NPAK Energy Tender for 2.4 MW Misgar-2 Hydropower Plant in Upper Hunza

NPAK Energy Limited invites sealed bids for the design, supply of goods and materials, supervision of installation, testing and commissioning of the 2.4 MW Misgar-2 Hydropower Plant (HPP) in Upper Hunza, Gilgit-Baltistan, Pakistan. This procurement follows a two-envelope bidding process without prequalification.

The contract forms part of the Energy Plus: Energy for Climate Resilience project in Gilgit-Baltistan and Upper/Lower Chitral districts in Khyber Pakhtunkhwa, Pakistan. Funding comes from Energy Plus through the European Union and NPAK Energy equity. Part of these funds will be applied to payments under this contract.

Bidding procedure and eligibility: Bidding will be conducted through international competitive procurement using a Request for Bids, in accordance with the rules applicable to the EU-financed Energy Plus project and the bidding document. Eligible bidders may be of any nationality, subject to ITB 4.8, and goods and related services may originate from any country, provided bidders meet the minimum qualification criteria in the bidding document. Bids must comprise separate Technical and Financial Parts in two envelopes.

Bidding documents and inquiries: Interested eligible bidders may obtain further information and inspect the bidding document from Monday to Friday, between 09:00 and 17:00 Pakistan time, at NPAK Energy Limited, Kamal House, near F.G. A complete set of the bidding document will be emailed in PDF format to interested bidders upon submission of a written application to the email address above.

Bid submission deadline: Bids in English must reach NPAK Energy Limited, Kamal House, near F.G. Boys Degree College, Aliabad, Hunza, Gilgit-Baltistan, Pakistan, 15600, on or before December 21, 2026, at 14:00 Pakistan time. Bidders may submit bids electronically. Bid opening: The Technical Parts will be publicly opened at the same address on December 21, 2026, at 14:00 Pakistan time, in the presence of bidders’ designated representatives and anyone choosing to attend. The Financial Parts of bids whose Technical Parts are evaluated as responsive and qualified will be opened at a later public opening, with the date communicated to those bidders.

Bid security: Every bid must include a bid security of EUR 90,000.00 for international bidders, or its equivalent in Pakistani rupees for local Pakistani bidders. The rupee equivalent must be calculated using the exchange rate published by the State Bank of Pakistan at www.sbp.org.pk on December 21, 2026.

Beneficial ownership disclosure: The purchaser must disclose the successful bidder’s beneficial ownership information as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
