Irrigation Division Kohlu Tender for Flood Protection Works in Hosarhi Area

The Executive Engineer, Irrigation Division, Kohlu, invites eligible bidders to submit electronic bids through the B-PPRA Electronic Public Procurement System for flood protection works in Hosarhi Area. The work is based on Schedule A&B and the Government of Balochistan Composite Schedule of Rates 2026. Procurement will be conducted under the BPPRA Rules 2014.

Eligibility: Bidders must be registered with the relevant tax authorities for FBR sales tax and income tax and have active taxpayer status. Balochistan Revenue Authority registration is required. The bidding firm must not be blacklisted by any procuring agency in Pakistan or involved in litigation with any procurement agency in Pakistan.

Bidders must hold Pakistan Engineering Council registration for 2026–2027 in the relevant category and with the specific code required by the bidding documents. Requirements concerning completed assignments of a similar and general nature, turnover in previous years demonstrating financial capacity, and credit-line facilities are detailed in the bidding documents. An audit report covering the last three years must be provided.

Bidding procedure: Bids are invited under the Single-Stage, Two-Envelope procedure, comprising separate technical and financial proposals, under Rule 41(3). The notice inviting tender and bidding documents can also be downloaded from www.bppra.org.pk. The tender fee must be deposited through a green challan.

Submission deadline: Bidding documents, duly signed and accompanied by copies of supporting documents, must be uploaded through e-bidding by November 23, 2026, at 9:00 AM. Proposals will be opened through EPPS on the same day at 10:00 AM by the Procurement Committee.

Bid security: Bidders must submit security equal to 4% of the bid cost in favour of the undersigned. Security must be in the form of a deposit at call or a bank guarantee issued by a scheduled bank in Pakistan in favour of the employer. Bids without bid security will be rejected.

The competent authority reserves the right to accept or reject any or all bids before acceptance of a bid for a cogent reason. All documents and evidence submitted by contractors or firms will be verified with the concerned authorities and departments.
