Kachhi Tender for Construction of Assistant Commissioner Bhag Office and Residence

The Executive Engineer Buildings, CWP&H Department, Kachhi invites electronic bids from eligible bidders for the following construction work for 2026. Bidding is based on the Composite Schedule of Rates 2023 on a percentage-rate basis.

Procurement will follow the Balochistan Public Procurement Rules 2014 through the Single Stage Two Envelope bidding procedure. Registration with the Electronic Public Procurement System of BPPRA, Government of Balochistan, is mandatory for all bidders, whether procurement uses electronic or manual submission. For this tender, only electronic bids will be accepted; physical submission is not required.

Eligibility: Bidders must be on the Active Taxpayer List, hold Balochistan Revenue Authority registration, and must not be blacklisted by any procuring agency in Pakistan. They must have completed two assignments of a similar nature and demonstrate turnover of at least PKR 33,793,103 during the previous three years to establish financial capacity. Bidders must have no pending litigation or court cases concerning contractual disputes, fraud, corruption or other serious offences, and must not have been involved in a contract breach or termination.

Bidders must submit an affidavit on PKR 100 stamp paper, attested by a First Class Magistrate, identifying the TSE number and work title and confirming the accuracy of all bid information. Forged information or false particulars will lead to blacklisting and forfeiture of the guarantee or call deposit. A bidder's representative must provide an authority letter on PKR 100 judicial stamp paper, mentioning the TSE number and work title, duly attested by an Oath Commissioner. Contract completion must comply with subclause 43.1 of the general conditions of contract and the stipulated completion date.

Bid security: Bids must include security equal to 2% in the form of a bank guarantee or deposit at call from a scheduled bank, issued in the name of the undersigned.

Submission deadline: Submit bids electronically through the supplier dashboard by 19 November 2026 at 11:00 AM. Tenders will be opened on the same day at 12:00 PM through the EPPS system.
