BECL Consultancy Tender for Low-BTU Gas-Based Urea Fertilizer Project in Balochistan

Balochistan Energy Company Limited (BECL) invites proposals from reputable national and international consulting firms, joint ventures and service providers for enhanced Pre-FEED engineering, commercial structuring and investment readiness of a low-BTU gas-based urea fertilizer project in Balochistan. Tender reference: TSE-2627111221434.

Only electronic bids submitted through the Electronic Public Procurement System (EPPS) will be accepted. Physical bids are not required. Procurement will follow the Balochistan Public Procurement Rules, 2014, using the single-stage, two-envelope bidding procedure.

Eligible bidders must have completed five assignments of a similar nature and complexity and have a turnover of at least PKR 45,000,000 in one previous year. Firms must be registered with FBR for income tax and with the Balochistan Revenue Authority (BRA), appear on the Active Taxpayers List, hold PEC registration as a consulting engineering firm, and meet the PEC/PCAD registration requirement. Bidders must not be currently blacklisted by any procuring agency or authority in Pakistan.

The bidder must be a legally incorporated company registered with the Securities and Exchange Commission of Pakistan (SECP) and must have continuously provided consultancy and/or business advisory services in Pakistan for at least three years. It must also have successfully completed at least one comprehensive feasibility study specifically related to the utilization and commercialization of low-BTU gas, covering technical, market, financial/economic, regulatory and implementation aspects.

Bids must include bid security of 2% in the name of the Chief Executive Officer, BECL, issued by a scheduled bank. Financial proposals will be opened only for consultants whose technical proposals have been considered and approved. Consultant selection will follow the evaluation criteria specified in the Data Sheet of the Request for Proposal document. Incomplete proposals and proposals received after the deadline will not be considered.
