BECL Prequalification for Micro and Mini Grid EPC Contracts in Balochistan, Phases I and II

Balochistan Energy Company Limited (BECL) invites prequalification applications from eligible contractors and joint ventures for EPC contracts covering micro and mini grid solutions for off-grid areas of Balochistan under Phase I and Phase II.

Phase I coverage: Nokundi, Buleda, Muslim Bagh, Surab, Baiker, Sohbatpur, Punjpai and Duki.

Phase II coverage: Mastung, Noshki, Washuk, Panjgur, Kharan, Musa Khail, Harnai, Killa Abdullah, Khuzdar, Pishin/Barshore, Kalat, Turbat, Chagai, Dera Bugti, Killa Saifullah, Jhal Magsi, Rakhni and Zhob. Work will follow the respective package scopes.

Applicable rules and assessment: Procurement will be conducted under the Balochistan Public Procurement Rules, 2014, as amended. Documentary requirements, joint venture participation criteria, experience assessment and package-combination evaluation procedures are defined in the prequalification documents.

Prequalification documents: The notice inviting prequalification and the prequalification documents are available electronically at www.bppra.gob.pk. Information may also be obtained from the BECL office during working hours. Documents remain available from publication of the notice until 21 November 2026 at 9:00 AM.

Application procedure and deadline: Applicants must complete registration and submission requirements at www.bppra.gob.pk and submit applications electronically through the supplier dashboard on the BPPRA EPPS system by 21 November 2026 at 9:00 AM. Each application must clearly identify the package and its relevant TSE number. Applications submitted through any other method will not be accepted.

Opening of applications: Prequalification applications will be opened on 21 November 2026 at 10:00 AM through the EPPS system at the BECL office.

Subsequent bidding: Only applicants prequalified for the respective package will be invited to submit bids. Bidding documents, submission deadlines and opening arrangements will be communicated separately.
