IBCC Tender for Management and Monitoring of Prime Minister’s Youth Chromebook Scheme

The Inter Boards Coordination Commission (IBCC), Islamabad, under the Government of Pakistan’s Ministry of Federal Education and Professional Training, invites proposals through EPADS V2.0 from eligible, experienced and independent firms registered on EPADS V2.0 for hiring a management firm for project management and monitoring of the Prime Minister’s Youth Chromebook Scheme.

The assignment covers project management, coordination and independent monitoring of inspection, testing, branding, repair and maintenance; storage and courier services; bags; and MiFi devices with internet connectivity. It also includes beneficiary data management, verification of contractor performance and invoices, reporting, and an integrated Complaint Management System and Grievance Portal, as detailed in the Terms of Reference.

Selection will follow the Single Stage–Two Envelope procedure using Quality and Cost Based Selection (QCBS), with 70% technical and 30% financial weighting, in accordance with the Public Procurement Rules, 2026, and applicable consultancy regulations. The minimum qualifying technical score is 70 out of 100. Only the financial proposals of technically qualified, responsive firms will be opened.

Proposals must include the bid security or bid securing declaration required by the Request for Proposals (RFP). Where an original security instrument is required, it must be deposited with IBCC before the proposal submission deadline, and a scanned copy must be uploaded with the technical proposal in accordance with the RFP.

The RFP, including detailed Terms of Reference, eligibility requirements, evaluation criteria, contractual conditions and submission instructions, may be downloaded from EPADS V2.0 at https://epads.gov.pk.

Financial proposals will remain unopened until completion of the technical evaluation. Manual submission of proposals will not be entertained. All times are Pakistan Standard Time.

Procurement-related grievances will be addressed under Rule 65 of the Public Procurement Rules, 2026. The Grievance Redressal Committee notification and contact details will be published on the IBCC website and EPADS V2.0.
