FESCO E-PADS Tenders for Material Supply to New 132 kV Grid Stations

Faisalabad Electric Supply Company Limited (FESCO) invites electronic bids for the supply of petty material for new 132 kV grid stations under FESCO local funds, without involving any foreign exchange component. Procurement will follow the Single Stage–One Envelope bidding procedure. Firms and suppliers must be registered with the Income Tax and Sales Tax departments and appear on the Federal Board of Revenue's Active Taxpayers List. Rates must be quoted in local currency, inclusive of all taxes and duties.

Bidding documents and submission: Detailed specifications, terms, conditions and other bidding information are available through E-PADS at https://www.eprocure.gov.pk. Interested eligible bidders must register on E-PADS and submit their electronic bids by 19 November 2026 at 11:00 a.m. Bids will open at 11:30 a.m. on the same day at the office of Project Director (GSC), FESCO, 132 kV Grid Station Agriculture University, near Qaim Saeen Darbar Road, Faisalabad. Eligibility requirements: Bidders must provide the identity card of the supplier, managing partner or director of the firm. They must have successfully completed at least two contracts of a similar nature as the main contractor within the last ten years, awarded by WAPDA, NTDC or DISCOs, and submit successful completion certificates. The cumulative value of these completed contracts must exceed 40% of the quoted cost.

Bidders must be on the Active Taxpayers List and provide Income Tax Returns for the last three years. Firms, manufacturers and suppliers must submit valid Sales Tax Registration issued by the Punjab Revenue Authority, where applicable, and valid General Sales Tax registration issued by the Federal Board of Revenue.

The average annual turnover during the last three years must equal half of the quoted amount against each work, supported by a certified audited financial statement. Bidders must demonstrate cash or cash equivalents equal to 10% of the contract value and current contract commitments, supported by bank statements for the last year.

Bid security: Each bid must include bid security equal to 5% of the estimated amount, issued by any scheduled bank of Pakistan in favour of Project Director GSC FESCO Faisalabad. The security must be uploaded on E-PADS, and the original instrument must be submitted in an envelope clearly marked with the tender number to the Project Director GSC FESCO Faisalabad office before the online bid submission deadline. A bid will not be opened if its original security is not received before that deadline. Bid validity is 150 days, and the bid security must remain valid for 28 days beyond the bid validity period.

Bids will be opened at the office of Project Director GSC FESCO Faisalabad in the presence of bidders or their authorized representatives who choose to attend. If an unforeseen holiday is announced or unannounced by the Government, the tender will be opened on the next working day at the same time and venue.

FESCO reserves its rights regarding rejection of tenders without providing justification under Clause 33(1) of the PPRA Rules, 2004, amended up to 2022.
