The Executive Engineer, Provincial Highway Division Jamshoro, invites electronic bids through the Electronic Pakistan Acquisition and Disposal System (EPADS) for road construction works. Submission and opening: Bidding documents are available through the SPPRA e-procurement portal at http://portalsindh.eprocure.gov.pk. Electronic bids must be submitted by 10:30 a.m. on 27 November 2026. Bids will be opened through EPADS at 11:00 a.m. on the same day at the Executive Engineer's office by the procurement committee, in the presence of participating bidders or their representatives. Identity verification through NADRA applies to participating representatives.
Fee and security: The non-refundable tender fee must be deposited in favour of the Executive Engineer, Provincial Highway Division Jamshoro. Bid security must be furnished through a call deposit issued by a scheduled bank in favour of the same officer and uploaded with the electronic bid. The security must remain valid for at least 28 days beyond the bid-validity period.
Bidding procedure: Technical and financial proposals must be submitted electronically under the single-stage, two-envelope procedure. The bid-validity period is 90 days. Conditional bids will not be accepted.
Eligibility and supporting documents: Bidders must provide an attested copy of the proprietor's or firm's authorised representative's CNIC; Pakistan Engineering Council registration valid for 2027 in the appropriate category and relevant specialisation; Federal Board of Revenue income-tax registration; and Sindh Revenue Board registration. Active Taxpayer List status with the relevant tax authorities is required, subject to the applicable SRB requirements, including Circular No. 04 of 2024.

Eligibility will be assessed on a Yes/No basis. Conditional or non-compliant bids are liable to rejection. The competent authority may reject any or all bids in accordance with the Sindh Public Procurement Rules. Canvassing or attempting to influence the procurement process will result in disqualification.
