Pakistan Railways RFP to Outsource, Rehabilitate & Operate 5 Railway Schools on PPP

Issuer: Directorate General/Education, Pakistan Railways Headquarters Office, Empress Road, Lahore.

Purpose: Request for Proposals (RFP) to outsource five Pakistan Railways schools on a Public-Private Partnership (PPP) basis to rehabilitate, upgrade, operate, maintain & transfer (concession) the schools. Concession period: 30 years (including 2 years mobilization period).

How to apply: RFP documents, bidding documents and draft agreement can be downloaded from Pakistan Railways (www.railways.gov.pk) or PPRA (www.ppra.org.pk). Hard copies of the RFP must be obtained from the Directorate of Education, Pakistan Railways Headquarters by paying a non-refundable fee of Rs. 10,000 in cash (mandatory for participation).

Submission instructions: Technical and Financial proposals must be submitted in separate sealed envelopes. Firms may apply for one or more schools but must submit separate proposals and separate bid security for each school.

Pre-bid meeting: 2026-06-25 at 11:00 AM, Directorate of Education, Pakistan Railways Headquarters Office, Empress Road, Lahore.

Submission deadline: Proposals must be delivered to the undermentioned address by 2:00 PM on or before 2026-07-15. Technical proposals will be opened at 2:30 PM on the same day in the presence of bidders or their representatives who choose to attend.
