Tender Notice — Gravity Flow Water Supply Scheme Mansehra: Construction Packages (03, 04, 06)

Project Management Unit (PMU), Gravity Flow Water Supply Scheme, Public Health Engineering Department (PHED), Government of Khyber Pakhtunkhwa invites sealed bids through the ePADS system for construction works partially financed by the Saudi Fund for Development (SFD). Works are procured under International Competitive Bidding using the Single-Stage Two-Envelope procedure. Joint Ventures (JVs) must include at least one Saudi company and one Pakistani company.

Key eligibility and submission notes:

- Saudi joint-venture partner must be classified as Class-A in the Kingdom of Saudi Arabia and possess valid registration to undertake the works.

- Pakistani partner must hold a valid Pakistan Engineering Council (PEC) license and meet the qualification and eligibility criteria in the bidding documents.

- A Joint Venture Agreement must be submitted; all JV partners will be jointly and severally liable.

- Bidding documents and submission are through the ePADS electronic procurement system. Bid security and other requirements are specified in the bidding documents; bid security must be provided as required (e.g., CDR).

- Bidders should consult the bidding documents for details on bid validity, performance security, required documents, and the electronic submission/opening procedure.
