E-Auction: Billboard / Hoarding Site at Rumi Park (Facing TM Chowk) — Rawalpindi Cantt

Issuer: Rawalpindi Cantonment Board (Military Lands & Cantonments Dept.). E-auction (E-PADS v2.0) for a billboard/hoarding site located inside Rumi Park facing TM Chowk for a period of three years (contract period: 2026-07-15 to 2029-07-14).

Key auction & submission details:

- Registration: All bidders must be registered on EPADS Version 2.0 prior to participation (online registration on the EPADS portal).

- Submission method: Bids to be submitted electronically through EPADS only; manual/physical/hardcopy bids will not be accepted.

- Bid security: Rs. 100,000 (in the form of Pay Order / Bank Draft / Call Deposit Receipt in favour of "Cantt Executive Officer, Rawalpindi Cantonment Board"). Original deposit must reach the CEO office before bid closing; cash not accepted. Refund rules apply as per terms.

- Bid closing & opening: Bids remain open until 2026-07-02 at 02:00 PM. Online opening/evaluation will take place on the same day at 03:30 PM.

- Award & payments: Successful bidder will be awarded a three-year contract (15-07-2026 to 14-07-2029). The successful bidder must deposit 25% of the annual auction amount immediately after acceptance. The first monthly installment must be deposited within seven (07) days. Penalty for late monthly payment: Rs. 500 per day after the 10th of the month.

- Other: Income tax and applicable government dues will be levied. Cantt Board reserves the right to accept/reject bids and to forfeit security for non-compliance.
