Government of Khyber Pakhtunkhwa, Public Health Engineering Department (PHED) – Office of the Project Director, Project Management Unit (PMU), Gravity Flow Water Supply Scheme Manshera invites sealed bids through EPADS for civil works packages. Bids must follow Khyber procurement rules and the Single Stage Two Envelope procedure.
Key submission instructions:
- Technical and Financial bids must be uploaded via EPADS. In addition, hard copies comprising one original and one copy of the Technical Bid and one original of the Financial Bid, placed in separate sealed envelopes clearly marked "Technical Bid" and "Financial Bid", must be submitted to the undersigned by the closing time. Scanned financial instrument(s) must be uploaded to EPADS and the original financial instrument(s) / Call Deposit Receipt (CDR) submitted with the physical Financial Bid.
- Bids shall be submitted on or before 2026-07-22 at 11:00 AM. Technical bids will be opened at 11:30 AM on the same day in the presence of bidders or their representatives. A pre-bid meeting will be held on 2026-06-29 at 11:00 AM.

Other important points:
- Bidders must meet qualification, eligibility, financial, experience, personnel and equipment requirements as detailed in the bidding documents available on EPADS.
- Bidders shall quote prices as a percentage above or below the Engineer's Estimate. Bids exceeding allowable limits or not accompanied by required securities will be rejected as non-responsive.
- Bid securities (including stamp duty) must be in the form prescribed (Call Deposit Receipt from a scheduled bank in favour of the undersigned) and scanned copies uploaded to EPADS; the original must be submitted with the Financial Bid.
- A non-refundable separate bidding entry fee must be placed in the Technical Bid as specified.
