NHA RFP: Feasibility Study & Detailed Design for Upgrading Road Network in Gilgit-Baltistan

Issuer: National Highway Authority (Procurement & Contract Administration Section), Government of Pakistan. Purpose: Request for Proposals (Tender No. 6(681)) to hire a consultant (engineering firm/organization) for Techno-Economic Feasibility Study and Detailed Design for upgradation of road network in Gilgit-Baltistan to promote tourism.

Eligible consultants: Reputable engineering organizations/firms with valid Pakistan Engineering Council (PEC) registration in the relevant field, enlistment on the Active Taxpayer List (FBR), demonstrable technical and financial capacity, and prior relevant experience.

How to obtain RFP: The RFP document is available for download from the NHA website (www.nha.gov.pk) free of cost. Alternatively it may be purchased from the office of the General Manager (P&CA), NHA-HQ Islamabad on written request against a non-refundable payment (document fee shown).

Submission and procedure: The procurement will follow a Single Stage, Two Envelopes procedure. Consultants must submit separate sealed Technical and Financial proposals as per the RFP instructions. Detailed submission, qualification, evaluation and eligibility requirements are provided in the RFP.

Pre-proposal meeting: A Pre-Proposal Conference will be held on 2026-06-16 at 11:00 hours at NHA Headquarters (NHA-HQ auditorium).
