Notice Inviting Bids — Accelerated Sustainable Development Initiative (ASDI) for Mardan (ADP# 251259) — Mardan Irrigation Division

Issuing Authority: Executive Engineer, Irrigation Division, Mardan. Purpose: Electronic bids are invited through the EPADS portal from eligible contractors for improvement/rehabilitation of drainage systems, construction of flood protection works and culverts under the Accelerated Sustainable Development Initiative (ASDI) for Mardan (ADP #251259) for FY 2025-26.

Eligibility: Contractors registered with Pakistan Engineering Council (PEC) for Financial Year 2025-26 in the relevant category and specialization codes, registered with KPPRA, and having active NTN registration with FBR.

Submission & Opening: Last date and time for submission of bids: 2026-06-24 (10:30 AM). Date/time of opening of bids: 2026-06-24 (11:00 AM). Bids must be uploaded via the EPADS portal (https://kpp.ecprocure.gov.pk) before the closing date and time. Pre-bid meeting: 2026-06-10 at 11:00 AM in the office of the undersigned.

Bid Security & Documents: Bid security equal to 2% of the estimated cost must be provided as a Call Deposit Receipt (CDR) in favour of XEN Irrigation Mardan (scanned CDR uploaded with the bid). Required documents to be uploaded in a single PDF include BOQ with quoted rates (duly signed & stamped), CNIC, valid PEC license with relevant codes, valid enlistment, active KPPRA registration and active FBR/NTN status. Original CDR (and additional required originals, if any) shall be submitted as per terms and conditions; only CDRs of scheduled banks shall be acceptable. Failure to submit required original documents may render the bid non-responsive.

Evaluation & Validity: Electronic bidding will follow the Above/Below system on BOQ/Engineer’s Estimate. Only two digits after the decimal point will be considered for evaluation. Time limit for completion: as per Bid Solicitation Documents. Bids shall remain valid for 120 days from the date of bid opening.
