Re-Tender Notice — Paharpur Irrigation Division D.I. Khan (EPADS)

Office of the Executive Engineer, Paharpur Irrigation Division, D.I. Khan (Irrigation Department, Government of Khyber Pakhtunkhwa) invites re-tenders through the E-Pak Acquisition & Disposal System (EPADS) — single stage, single envelope — from approved contractors of the Irrigation Department who have valid registration with Khyber Pakhtunkhwa Revenue Authority/KPPRA Rules 2014 and a current Pakistan Engineering Council (PEC) licence for Financial Year 2025-26 in the relevant category and code.

Works: Multiple improvement, augmentation and solarization works for existing sump wells, pump houses, tubewells and associated pumping machinery at various locations in Paharpur Irrigation Division, D.I. Khan. Detailed scope, specifications and quantities are available in the bidding documents uploaded on the EPADS portal.

Key submission & eligibility requirements:

• Bids must be uploaded and submitted only through EPADS at https://kpprocure.gop.pk before the system closing time. Bids without uploaded requisite documents will be treated as non-responsive.
• Contractors must be registered with Khyber Pakhtunkhwa Revenue Authority/KPPRA and hold a valid PEC licence (appropriate category/code) for FY 2025-26.
• Bid security: 2% of the estimated cost (Earnest Money), plus stamp duty of the estimated cost, must accompany the bid as Call Deposit Receipt (CDR) or as specified. Failure to submit the 2% CDR will result in rejection.
• Where the bidder is not the manufacturer, a valid Manufacturer's Authorization Certificate for supplied Solar Panels, Solar Pumping Inverters, Pumps and Motors must be provided.
• Bidders must provide a program (bar-chart) showing the sequence and duration of the proposed works, procurement schedule for materials, testing and commissioning arrangements and other required documentation.
• Bids quoting rates more than 10% below the Engineer's Estimate must submit additional security as per KPPRA SRO (notification referenced in the notice).
• Call deposit from scheduled banks is acceptable for bid security. Standard KPPRA rules and the Irrigation Department procurement policies will apply.
