Punjab Building Department E-Tender: Boundary Wall Construction at Govt. Associate College, Jhang

Issuer: Executive Engineer, Buildings Division, Jhang under the Superintending Engineer, Buildings Circle No.2, Faisalabad. Tender invited through the Punjab PPRA e-Tendering System (ePADS/PPRA) from registered engineering firms/contractors on items/rates basis.

Key submission & eligibility requirements:

• Contractors must be registered with Pakistan Engineering Council (relevant category) and registered on the Punjab procurement portal (http://eproc.punjab.gov.pk/View/Tender.aspx).
• A scanned copy of Deposit Receipt (CDR) equal to 5% of the estimated cost must be uploaded with the bid. CDR must be from a scheduled bank and made in the name of Executive Engineer, Buildings Division, Jhang. Original CDR must be submitted to the Tender Opening Committee half an hour before bid opening, otherwise the bidder will be disqualified.
• Successful bidder will furnish a 10% performance guarantee (CDR/Bank Guarantee) within 15 days and upload it on the e-procurement portal; the original must be submitted to the Executive Engineer’s office.
• Only DNIT/BOQ downloaded directly from the PPRA/ePADS portal shall be accepted; bids on other BOQs will be rejected. Each bid page must be signed and stamped by the bidder.
• Incomplete, non-responsive, or fraudulent submissions (e.g., fake/false CDR) will be disqualified and may bar participation in future public works of the Government of the Punjab.

Grievance/complaints: A Grievance Redressal Committee (GRC) constituted by the Government of Punjab will handle complaints related to procurement (reference: SOB-I(C&W)/3-16/2017-18 dated 31-07-2024).

Submission & opening: Bids must be submitted via the Punjab e-procurement portal (PPRA/ePADS). All bids will be retrieved and opening/announcement of quoted rates will be made in the presence of the Tender Opening Committee at 01:00 PM on the published opening date (see portal advertisement for the exact closing/opening date and times). If a public holiday falls on the scheduled receiving/opening date, the tender will be opened on the next working day.
