Proposals must be delivered in hard copy and will not be accepted electronically. Original envelope must be marked "ORIGINAL PROPOSAL"; the inner envelope containing the technical proposal must be marked "TECHNICAL PART". Technical envelopes will be publicly opened in the presence of the proposers' representatives who choose to attend immediately after the submission deadline on 2026-07-02. Financial envelopes marked "FINANCIAL PART" will remain sealed and held in safekeeping until the second public opening. Late proposals will be rejected.
