Pakistan Navy MES Tender: Pre-Qualification of Contractors for Islamabad & Karachi Works (Ref No 4000/CK.CP & Isd/Lhr/E-4)

Issuer: Pakistan Navy, Military Engineer Services (HQ DW&CE (Navy)). Purpose: Pre-qualification of firms/contractors for civil, electrical and mechanical maintenance and installation works under Clause-13, 15 and 16 of PPRA Rules-2004.

Eligibility: Firms/contractors enlisted with MES in Category 'A' & 'B' or other government departments having experience in these types of works may apply. Firms must be registered with Pakistan Engineering Council (PEC); firms without PEC registration or renewal up to 30 June 2027 will not be considered.

Required documents: Company profile with contact information; detailed description of similar works completed in-hand and during the last five years including sponsoring agency, cost of works and performance report; list of enrolled manpower including engineers with valid PEC numbers; details of tools, plant & machinery; bank statements for the last two years; NTN, FBR documents, PEC and MES registration certificates.

Bid security and procedure: Pre-qualified firms/contractors will be issued tenders. The pre-qualified firms must deposit bid security equal to 2% of the quoted cost in favour of DW&CE (Navy), Islamabad as per Clause-25 of PPRA Procurement Code (4th Edition). The deposited amount is refundable to unsuccessful bidders.

Evaluation: Received bids will be evaluated against pre-qualification criteria formulated by HQ DW&CE (N). The lowest evaluated responsive bid will be identified and accepted. The Accepting Officer reserves the right to reject any or all applications in light of Para-33 of PPRA Rules-2004.
