Issuer: Pakistan Railways, Headquarters Office, Empress Road, Lahore. Pakistan Railways invites proposals from reputed national firms/companies/consortia with experience in the education sector to outsource five (05) Pakistan Railway schools on a Public-Private Partnership (Rehabilitate-Upgrade-Operate-Transfer, RUOT) basis for a concession period (including 2 years mobilization period).
Scope: Rehabilitate, upgrade, operate, maintain and transfer the listed schools under PPP; private investors/partners will finance, modernize, expand, rehabilitate, upgrade, operate, maintain & transfer as per RFP.

How to obtain RFP: Interested firms/bidders/companies can download the Request for Proposal (RFP) documents, including bidding documents and draft agreement, from Pakistan Railways' website (https://www.pakrail.gov.pk) or from the PPRA website (www.ppra.org.pk) for information. A hard copy of the RFP may be obtained from the office of the Director General (Education) on payment of a non-refundable fee of Rs. 10,000.
Pre-bid meeting and proposals: A pre-bid conference will be held on 20th August at 11:00 AM in the Directorate of Education, Pakistan Railways Headquarters Office, Empress Road, Lahore. Technical and Financial proposals must be submitted in sealed separate envelopes at the address of the Directorate of Education by 2:00 PM on the closing date specified in the RFP. Technical proposals will be opened at 2:30 PM on the same day in the presence of bidders or their representatives.
Eligibility & experience: Bidders should be reputed firms/companies/consortia with relevant experience in the field of education and capability to undertake rehabilitation and operation of school projects. Submission of separate proposal and bid security for each project is required if bidding for multiple schools.
