NSD / SPPC Invitation to Bid via E-PADS 2.0 for Event Management & Security Services (Islamabad)

The Strategic Policy Planning Cell (SPPC) / National Security Division (NSD), Government of Pakistan, invites sealed bids from interested and registered firms through the E-PADS 2.0 single-stage two-envelope bidding procedure (PPRA Rules, 2004) for procurement of event management and security services on a short-term basis for fiscal year 2026–27.

Key submission and participation details are summarized below. Bidders must download bidding documents from PPRA (www.ppra.org.pk), NSD (www.nsd.gov.pk) and E-PADS 2.0 (https://eprocure.gov.pk) and submit proposals only through E-PADS 2.0. Manual bids will not be accepted without E-PADS 2.0.

Important requirements and instructions:

• Eligibility: Interested event management firms/companies/contractors registered with relevant authorities and meeting bidding document conditions.
• Bid submission: Through E-PADS 2.0 only. Download bidding documents from PPRA / NSD / E-PADS sites. Complete and upload all required documents and scanned copies of bid security on E-PADS 2.0.
• Bid security / earnest money: 3% of total bid value in favor of Deputy Secretary (Admin), National Security Division (NSD). Submit scanned copy on E-PADS 2.0 and furnish original Demand Draft / Pay Order / CDR for each tender to Deputy Secretary (Admin), NSD (Room No. 345-E, 3rd Floor, Prime Minister's Office, Islamabad) by closing time.
• Physical submission: Original earnest money instruments must be delivered to the Deputy Secretary (Admin), NSD as noted above; technical proposals must also be submitted in hard form to the Deputy Secretary (Admin), NSD for technical evaluation where required.
• Procurement method: Most Advantageous Bid / Least Cost under Rule 3(C) of Procurement of Consultancy Services Regulations, 2010, as applicable; PPRA rules apply.
• Bid opening: Technical bids will be opened in presence of accredited representatives of bidders who choose to be present.
• Grievance: Notification of Grievance Redressal Committee constituted per Rule-48 of Public Procurement Rules, 2004 is available on NSD and E-PADS websites.
