NSD Invitation to Bid (E-PADS 2.0) — Event Management Services for Islamabad Security Dialogue & Conferences

National Security Division (Strategic Policy Planning Cell), Government of Pakistan invites sealed e-bids through E-PADS 2.0 (Single Stage Two Envelope Bidding as per Rule-36(b) of PPRA Rules, 2004) from interested and registered event management firms/companies/contractors for short-term event management services for fiscal year 2026-27.

Eligibility & Documents: Interested event management firms/companies/contractors may download bidding documents (terms & conditions, scope) free of cost from the PPRA website (www.ppra.org.pk), National Security Division website (www.nsd.gov.pk) and E-PADS 2.0 (https://eprocure.gov.pk). Proposals must be prepared in accordance with bidding instructions provided in the bidding documents.

Bid Submission & Bid Security: Submit bids only through E-PADS 2.0 by the stated deadline. Scanned copy of bid security / earnest money and original demand draft / pay order / CDR equal to the required amount (3% of total bid value) in favour of Deputy Secretary (Admin), National Security Division (NSD) must be uploaded/submitted as specified. Original instruments to be submitted to Deputy Secretary (Admin), NSD, Room No. 345-E, 3rd Floor, Prime Minister's Office, Islamabad. Manual bids will not be accepted. Failure to follow e-bidding instructions or provide required documents may lead to rejection/disqualification.

Bid Procedure & Regulations: Single Stage Two Envelope procedure under PPRA Rules 2004 will be used. Procurement will follow the Method of Most Advantageous Bid / Lowest Cost under Rule 3(C) of the Procurement of Consultancy Services Regulations, 2010 where applicable.
