Pakistan Railways RFP: Outsourcing 5 Railway Schools on PPP (RUOT) – Lahore Headquarters

Issuer: Director General (Education), Pakistan Railways, Headquarters Office, Empress Road, Lahore.

Purpose: Pakistan Railways invites proposals from reputable national firms/companies or joint ventures with experience in education to rehabilitate, upgrade, operate and transfer (RUOT) five Pakistan Railway schools on a Public-Private Partnership (PPP) basis for a concession period of 30 years (including 2 years mobilization).

How to obtain RFP and participation requirements:

• RFP documents (Bidding Documents & Draft Agreement) are available for download for information only from Pakistan Railways website (http://www.pakrail.gov.pk) and PPRA website (http://www.ppra.org.pk).
• Hard copy of the RFP must be obtained from the office of Director General (Education) against payment of Rs. 10,000 in cash — mandatory for participation in the bidding process.
• Firms may apply for one or more projects; a separate proposal and separate bid security is required for each project applied for.
• Technical and Financial proposals must be sealed in separate envelopes.

Important dates and submission details:

• Pre-bid conference: 2026-08-20 at 11:00 AM (Directorate of Education, Pakistan Railways Headquarters Office, Empress Road, Lahore).
• Submission deadline for proposals: 2026-09-10 by 2:00 PM. Technical proposals will be opened on the same day at 2:30 PM in the presence of bidders or their representatives.
