NSD / SPPC Invitation to Bid — Event Management Services for Islamabad Security Dialogue & Conferences (E-PADS 2.0)

Strategic Policy Planning Cell (SPPC) / National Security Division (NSD), Government of Pakistan, invites sealed e-bids through E-PADS 2.0 for short-term event management services during fiscal year 2026-27. Two separate tenders are advertised: one for procurement of Islamabad Security Dialogue event management and services, and one for other event management & services for conferences, seminars and related events.

Key instructions and requirements:

- Interested event management firms/companies/contractors may download bidding documents free of cost from PPRA (www.ppra.org.pk), NSD (www.nsd.gov.pk) and E-PADS 2.0 (https://eprocure.gov.pk). Bids must be submitted through E-PADS 2.0.

- Bid security / earnest money: 3% of the total bid value (separately for each tender). Upload scanned copy on E-PADS 2.0 and submit the original Demand Draft / Pay Order / CDR in favour of Deputy Secretary (Admin), NSD, to Room No. 345-E, 3rd Floor, Prime Minister's Office, Islamabad before the closing time. Manual bids without E-PADS submission will be rejected.

- Bidders must fulfil all requirements in the bidding document. Technical proposals should also be submitted in hard copy to the Deputy Secretary (Admin), NSD, for technical evaluation.

- Relevant rules: Single Stage Two Envelope Bidding Procedure as per Rule-36(b) of PPRA Rules, 2004; Public Procurement of Consultancy Services Regulations, 2010 where applicable.
