District Health Officer Malakand (Batkhela) – IFB for Procurement of Medical Goods & Services for FY 2026-27

District Health Officer, Malakand at Batkhela invites electronic bids through the e-P Acquisition and Disposal System (e-PADS) under National Competitive Bidding (NCB) for procurement of goods and services for the financial year 2026-27. Procurement will follow Single Stage–Single Envelope procedure in accordance with Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Rules.

Key instructions and eligibility:

- Bidding documents with specifications, eligibility criteria and terms are available from the Office of the District Health Officer, Malakand at Batkhela during office hours or can be downloaded from the e-PADS portal.

- Bids must be prepared on the bidder's original letterhead, duly signed and stamped. Handwritten corrections/overwriting or unauthorized corrections will render the bid liable to rejection.

- Bid security must be submitted electronically through e-PADS and the original Call Deposit Receipt (CDR) must reach the District Health Officer, Malakand at Batkhela by registered post/courier on or before bid submission deadline for record purposes.

- All bidders must be registered with e-PADS, Federal Board of Revenue (FBR) and Khyber Pakhtunkhwa Revenue Authority (KPRA); registrations must be in the same legal entity name. A separate bid shall be submitted for each item/service.

- For Serial Nos. 1 to 3 (medicines, surgical disposables, vaccines/biologicals) bidders must possess a valid Category-A Drug Sale License.

Submission and opening:

- All bids must be submitted online via the e-PADS system. Original bid security (CDR) must also be delivered by registered post/courier to the District Health Officer, Malakand at Batkhela.

- Deadline for receipt of bids (and original CDR for record) is 11:00 AM on 2026-09-08. Bids will be opened at 11:30 AM on 2026-09-08 in the presence of bidders or their authorized representatives.

Contract and award:

- Contract/rates shall remain valid up to 2027-06-30 or until award of subsequent contract. The successful bidder will execute a Contract Agreement on prescribed value of stamp paper as required by the District Health Officer.

- The Procuring Agency reserves the right to accept or reject any or all bids in accordance with Rule 47 of the Khyber Pakhtunkhwa Procurement of Goods, Works & Services Rules, 2014.
