CDA e-Bid Invitation: Renovation & Construction Works at FIA Headquarters, Islamabad (24 Aug 2026)

Issuer: Capital Development Authority (CDA). The CDA invites electronic bids from eligible bidders registered with the Pakistan Engineering Council (PEC) for multiple construction and renovation works at the Federal Investigation Agency (FIA) Headquarters in Islamabad. Bidding will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using Single Stage–One Envelope procedure and Least Cost Based Selection (LCBS) in line with the Public Procurement Rules, 2004.

Eligibility and bid requirements:

- Bidders must be registered with the Pakistan Engineering Council (PEC).
- All bids must be accompanied by the specified Bid Security as described in the respective bidding documents, in the form of Pay Order or Call at Deposit.
- E-bidding documents, containing detailed terms, conditions, specifications and requirements, are available on EPADS: https://vendors.epads.gov.pk/. Prospective bidders must register on EPADS v2.0 to participate.
- Manual submission of bids will not be accepted.

Submission and opening:

- E-bids must be submitted through EPADS v2.0 on or before Monday, 24 August 2026 at 11:30 AM (submission deadline).
- E-bids will be opened on the same day, Monday, 24 August 2026 at 12:00 PM via EPADS v2.0.
