NSD (SPPC) Invitation to Bid for Event Management Services via E-PADS 2.0 (Islamabad)

National Security Division (Strategic Policy Planning Cell), Government of Pakistan invites sealed bids through Single Stage Two-Envelope procedure via E-PADS 2.0 (PPRA) to procure short-term event management services for the fiscal year 2026–27. Procurement method: Most Advantageous Bid / Least Cost in accordance with applicable PPRA rules and Consultancy Services Regulations.

How to apply and key requirements:

- Download full bidding documents free of cost from: PPRA (www.ppra.org.pk), NSD (www.nsd.gov.pk) and E-PADS 2.0 portal (E-PADS/Eprocure).

- Submit proposals only through E-PADS 2.0 by the deadlines above. Manual bids will not be accepted without E-PADS submission.

- Bidders shall follow instructions in the bidding document and upload required scanned documents on E-PADS 2.0 to avoid rejection/disqualification.

- Bid security / earnest money equal to 3% of the total bid value must be uploaded in scanned form on E-PADS 2.0 (separately for each tender) and the original Demand Draft / Pay Order / CDR must be submitted to:

- Bidders should also submit a hard copy of the technical proposal to the Deputy Secretary (Admin), NSD to facilitate technical evaluation.

- NSD/SPPC reserves the right to accept or reject any/all bids as per PPRA rules.
