Important bidder instructions (summary):
- Bids must be submitted online through the E-PAD system (Single Stage Single Envelope).
- Standard bid security rules apply. Contractors quoting up to 10% below the Engineer's estimate shall submit bid security equal to 2% of the Engineer's estimate. Bidders quoting more than 10% below may be required to furnish additional security (in the form of CDR) as per the tender rules; bids without the required additional security may be declared non-responsive and 2% bid security can be forfeited.
