Ministry of Federal Education & Professional Training EOI: Prequalification of Consulting Firms for Third-Party Evaluation / Validation (TPE/V)

Issuer: Ministry of Federal Education & Professional Training (MoFEPT), Government of Pakistan. Purpose: Invitation for Expressions of Interest (EOI) from well-established, experienced and professionally competent consulting firms, including Joint Ventures (JVs) and Consortia, for prequalification to undertake independent Third-Party Evaluation / Validation (TPE/V) of education sector development projects and programmes.

Prequalification validity: Panel of prequalified firms will remain valid for a period of three (03) years and eligible firms may be invited to participate in assignment-specific Requests for Proposals (RFPs) under applicable PPRA procurement method.

How to apply: Interested firms must submit EOIs through PPRA e-PADS and also provide one (01) original hard copy in a sealed envelope addressed to the undersigned. EOIs must reach the office on or before the deadline below. Detailed eligibility criteria, evaluation methodology, lot-specific requirements, scope of services and application procedures are provided in the EOI / Prequalification Document available on PPRA e-PADS and the Ministry's website.

Submission deadline: EOIs must reach the office on or before 2026-08-20 by 02:00 p.m. EOIs will be opened the same day at 02:30 p.m. in the presence of representatives of applicants who choose to attend. The Ministry reserves the right to accept or reject any or all EOIs, or to annul the prequalification process in accordance with the Public Procurement Rules, 2004, without assigning any reason.
