Punjab Highway Department Tender – Road Widening & Restoration, Kasur (Bids due 2026-03-17)

Issuer: Punjab Highway Department. Executive Engineer, Highway Division Kasur (issued under Superintendent Engineer, Highway Circle Lahore).

Purpose: Open competitive tenders are invited from PEC-registered engineering firms/contractors for highway improvement works in Kasur as per PPRA e-Tendering procedures.

Eligibility & key requirements:

• Firms must be registered with Pakistan Engineering Council in the relevant category/class and hold a valid renewed PEC license for the financial year 2025–26.
• Firms/contractors must be registered on the Punjab e-procurement portal (http://eproc.punjab.gov.pk / https://www.punjab.procurement.gov.pk) and submit bids through PPRA e-Tendering.
• Bid Security: Earnest money ONLY in the form of CDR (no other form accepted) in favour of Executive Engineer Highways Division Kasur @ 5% of the DNIT/estimated cost. Original CDR must be furnished half an hour before the opening time; uploaded CDR on portal required as per instructions.
• Performance Guarantee: Lowest evaluated bidder must submit Performance Security/Guarantee @ 10% of contract amount within 15 days of receipt of offer letter in favour of Executive Engineer Highways Division Kasur. Acceptable forms: CDR, Bank Draft, Cashier Cheque, Pay Order or Bank Guarantee (valid 3 months beyond completion/extended time).
• Financial proposals must quote item rates and total amounts; evaluation will be based on item rates where arithmetic discrepancies occur.
• Bids will be uploaded on the e-procurement website. Original documents (CDR etc.) to be provided as required by the notice.

Bid opening / key date:

All responsive bids will be downloaded and opened in the presence of the Tender Opening Committee at the Office of the Commissioner, Lahore Division, Lahore on 2026-03-17 at 13:00 hours (01:00 PM). Bidders or their authorized representatives may attend.
