Invitation to Bid — Social Welfare & Youth Affairs Department, Gilgit-Baltistan Secretariat (FY 2026-27)

Government of Gilgit-Baltistan, Social Welfare, Population Welfare, Women Development, Human/Child Rights & Youth Affairs Department (Gilgit-Baltistan Secretariat) invites sealed tenders from registered contractors/suppliers for works/supplies for the financial year 2026-27. Bids must follow GB PPR 2022 and the terms below.

How to obtain & submit tender documents: Tender documents can be obtained from the office of the undersigned during office hours. Tenders/bids must reach the office of the undersigned on or before the stated date and time; they will be opened on the same day in the presence of contractors/bidders or their authorized representatives who attend the opening ceremony.

Important terms & conditions (summary):

- Earnest money: 2% of the quoted bid must be attached in the form of Demand Draft/Pay Order in favor of DDO/Deputy Secretary, Social Sector Development Secretariat, Gilgit-Baltistan from any scheduled bank.

- Incomplete supporting documents will not be accepted; submission of incorrect/false information/documents will attract legal action.

- An affidavit on stamp paper of Rs.100/- duly attested by an Oath Commissioner stating the bidder is not blacklisted by any Government/Semi-Government Organization/PRPA must be attached.

- Rates must be inclusive of all local/federal taxes (if any). Procurement will be made in accordance with GB PPR 2022 (Single Stage One Envelope procedure).

- Bids must be computer typed, duly stamped and signed by the bidder and accompanied by a copy of CNIC and registration certificate.

- If the tender opening day is a public holiday, tenders will be opened on the next working day at the same time.

- The successful bidder will execute a formal Contract/Agreement incorporating the Terms & Conditions of Tender and will commence work within fifteen (15) days of issuance of the Letter of Acceptance/Work Order.
