WASA Rawalpindi Invites Bids for Security Services (Supervisor & Armed Guards) — Contract Sep 2026 to Aug 2027

Punjab Water and Sanitation Authority (WASA), Water and Sanitation Agency, Rawalpindi (Liaquat Bagh, Murree Road, Rawalpindi) invites sealed bids from reputable licensed security companies/firms registered on the Punjab E-Procurement system and with Federal Board of Revenue (FBR) and Punjab Revenue Authority (PRA) for provision of security services at WASA installations in Rawalpindi and Islamabad for the period 01-09-2026 to 30-08-2027 (extendable subject to satisfactory performance).

Important application and eligibility details:

• Bid submission: Single stage two-envelope procedure (Financial Bid / Proposal and Technical Bid / Proposal). Bids to be submitted through E-PAD (Punjab e-procurement portal).
• Bid security: Rs. 100,000 (One Lakh) in the shape of deposit at call / bank draft in the name of Manager/Director (Administration), WASA Rawalpindi to be submitted in the office before closing time; otherwise bid will not be considered valid.
• Mandatory documents: Tender documents must be uploaded through E-PAD; copy of valid license of security company/firms from concerned department/authority; affidavit on stamp paper that bidder is not blacklisted by any government/autonomous body; proof of registration with FBR and PRA; evidence of at least five similar contracts and permanent staff documentation.
• Compliance: Firms must follow prevailing labour laws (including minimum wages, social security and EOBI) and are responsible for all applicable taxes and statutory contributions. Current PPRA rules will be strictly applicable.
• Publication/portal: Tender published on Punjab e-procurement portal (http://eproc.punjab.gov.pk/View_Tender.aspx); response time counted from portal publication date.
