Tender: Procurement of Abkalani Material & Machinery for FY 2026-27 — Executive Engineer Ghotki (Irrigation)

Office of the Executive Engineer, Ghotki Division (Irrigation) Ghotki invites tenders (quotations) through SPPRA e-Procurement/EPADs for procurement of Abkalani material, machinery and related goods for financial year 2026-27 for canals and bunds in Ghotki Division.

Submission & opening: Bids are to be submitted online via SPPRA EPADs. The notice includes an initial technical-proposal submission deadline in August and a subsequent received bid / opening date of 01-09-2026. Bidders must follow the Single Stage–Two Envelope procedure: technical proposals uploaded/ submitted first and opened as scheduled; financial bids will be opened later for technically qualified bidders.

Key requirements & documents (to be uploaded and presented in original for verification):

• Registration with Sindh Revenue Board as required under SPPRA rules.
• NTN certificate and filer statement of income tax for 2024-25.
• GST registration (GST number) with quarterly filer statements for sales tax 2024-25.
• Annual income tax returns for the last two years and bank statements for the last two years.
• Proven experience: similar works during the last 2 years; bidders must have executed similar works with cumulative value of at least PKR 20.00 million (per year) supported by documentary evidence.
• List of machinery/equipment with documentary proof of ownership or rental arrangements.
• CVs and qualification details of engineering/technical/professional staff with experience and length of service.
• Bid security and other declarations as per SPPRA rules; bids without required documents or with conditional tenders will be rejected.

Procedure & conditions: Procurement under SPPRA rules, single stage two-envelope method. Tender fee is non-refundable. Government taxes applicable will be deducted from bills. The procuring agency reserves the right to reject any or all bids as per SPPRA rules. Only shortlisted/eligible firms will be considered. Original documents will be checked at the time of opening/verification.
