Works are invited on Single Stage Single Envelope bidding (item-rate basis of Pak PWD Schedule of Rates 2022) from eligible bidders registered on EPADS v2.0. Bidders must have valid income-tax registration (for all lots), sales-tax registration where applicable, and Pakistan Engineering Council (PEC) registration in the relevant category and specialized code as shown below.

Key submission & bidding instructions:

- E-bids must be submitted through EPADS v2.0 on or before 2026-08-10 up to 10:30 AM. E-bids will be opened the same day (2026-08-10) at 11:00 AM at Estate Office Management, Shaheed-e-Millat Secretariat, F-6/1, Islamabad. Manual submission of bids will not be entertained.
- Original bid security in the shape of CDR / Banker’s Cheque (in favour of Drawing & Disbursing Officer, Estate Office Management, Islamabad) must reach the Office of the Assistant Director (Civil), Estate Office Management, Shaheed-e-Millat Secretariat, F-6/1, Islamabad on or before 2026-08-10 up to 09:00 AM, otherwise the respective bid will not be opened.
