FBR Request for Bids: Bullet Proof Jackets & Helmets for Digital Enforcement Stations (DES) - Islamabad

Federal Board of Revenue (FBR) invites sealed bids under a One-Envelope Bidding Process for the procurement of Bullet Proof Jackets and Helmets for Digital Enforcement Stations (DES) — Indus Sites. Procurement is financed in part by the World Bank through the Pakistan Raises Revenue Program (PRRP).

Eligibility & Procurement Method

Bidding is open to eligible bidders who will participate in a National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s "Procurement Regulations for IPF Borrowers". Bidders must comply with the eligibility, qualification and technical requirements defined in the procurement documents.

How to Obtain Bidding Documents

Interested eligible bidders may obtain further information and procure the bidding documents from the Assistant Procurement Specialist (PRRP) by email at [email protected]. Bidding documents will be issued at the FBR procurement office between 10:00 AM and 3:00 PM on working days and up to three (03) days before the bid submission deadline.

Pre-Bid Meeting

A pre-bid meeting will be held on 2026-07-27 at 11:30 hours (PST) at FBR House, Constitution Avenue, Islamabad. All prospective bidders are advised to attend.

Bid Security & Submission

All bids must be accompanied by bid security in the form of a "Pay Order/CDR/Demand Draft/Call Deposit Receipt" or "Bank Guarantee" of PKR 2,000,000/- issued by a scheduled bank in Pakistan in the name specified in the bidding documents. Bids must be delivered to the address below before or at 11:30 AM on 2026-08-27. Late bids will not be accepted.

Notes

Bids will be publicly opened in the presence of bidders' representatives at the stated opening time and place. The successful bidder will be required to provide the necessary contract security and comply with the procurement contract conditions and the Beneficial Ownership Disclosure requirements as mentioned in the bidding documents.
