Police Department Rawalpindi — Framework Contract Tenders (Financial Year 2026-27) – Closing 2026-08-10

City Police Officer (CPO) Rawalpindi invites sealed bids for framework contracts for the financial year 2026-27 under the Punjab Procurement Rules (PPRA) 2014 (amended). Eligible, experienced and financially sound firms registered with income tax and sales tax departments and having Active Taxpayer status may bid. Bids will be submitted through the Punjab e-procurement system (eproc.punjab.gov.pk). All offers must be inclusive of applicable taxes and valid as specified in the tender documents.

Key submission details:

• Deadline for bid upload: 2026-08-10 (see individual submission time below).
• e-Procurement bid upload cut-off: 10-08-2026 by 10:30 AM; Technical bids will be opened the same day at 11:00 AM in the presence of the procuring committee.
• Bidding procedure: Open Competitive Bidding (Single Stage–Two Envelope) as per PPRA rules.
• Bid security: 3% of the estimated cost (to be submitted/released in e-procurement PSID from a Scheduled Bank of Pakistan).
• Successful bidder: must deposit a performance guarantee equal to 5% of the total contract value through PSID of the Scheduled Bank of Pakistan.
• Eligibility documents required: NTN, Sales Tax registration, professional tax (Punjab Sales Tax on Services where applicable), proof of Active Taxpayer status; affidavit on stamp paper (as specified in tender) that firm is not debarred/involved in criminal litigation.

• All rates shall be considered inclusive of GST/PST and all government taxes; rates valid until 2027-06-30.
