Eligibility & Requirements
- Bidders must be registered on PPRA ePADS and with the Pakistan Engineering Council (PEC), with PEC registration/renewal for the year 2026-27 in the required category and codes.
- A bidder must be a natural person, private entity or government-owned enterprise, active taxpayer (FBR/KPRA), excluding Joint Ventures unless specifically allowed.
- Demonstrated experience: at least five (05) years of experience in construction and successful completion of at least two (02) civil contracts of similar nature within the last five (05) years. Value of each completed contract should be not less than 50% of the estimated cost of the project.
Bid Security, Documents & Submission
- Bidding will be conducted via Single Stage One Envelope e-bidding on the ePADS portal (http://www.eprocure.gov.pk). Complete bidding documents and instructions are available on ePADS and from the office of the Project Director (GSC), HAZECO, Abbottabad.
- Original Call Deposit Receipt (CDR) in favor of Chief Executive Officer, HAZECO, Abbottabad must be submitted before bid closing time; failure to provide original CDR may render the bid non-responsive.
- Bidders quoting 10% or more below the engineer’s estimate must submit an additional 2% bid security of the estimated cost as specified in the bidding documents.

- Submit e-Bids through the PPRA e-PADS portal following the procedures and timelines provided. Hard originals (CDR) to be delivered to the Project Director’s office before bid closing.
