Municipal Corporation Sahiwal — Invitation for Bids (Framework Contracts FY 2026-27)

Issuer: Chief Officer, Municipal Corporation Sahiwal. Municipal Corporation Sahiwal invites electronic bids (e-Bids) through the Punjab e-Procurement System (e-PADS) for award of framework contracts for various goods, services and works on an as-and-when-required basis for the Financial Year 2026-27. Procurement will follow the Single Stage Single Envelope procedure under PPRA Rules, 2014 (as amended).

Eligibility: Interested bidders/firms must be registered with relevant tax authorities (NTN & Sales Tax where applicable), be active taxpayers as per FBR, and be registered on Punjab e-PADS. Contractors/firms registered with Pakistan Engineering Council (where required) and possessing Professional Tax Certificate (where applicable) may participate. Bidders must carefully read bidding documents and upload all required documents, signed and stamped, through e-PADS before the deadline.

Bid Submission & Security: Tender documents are available free of cost on e-PADS and the PPRA website. Bids shall be submitted electronically through e-PADS from the date of publication up to 2026-07-30 at 12:00 Noon. Bid Security (earnest money) must be furnished in prescribed form and amount as specified below and submitted in original (Call Deposit Receipt / CDR / Bank Draft / Pay Order in favor of Municipal Corporation Sahiwal). A scanned copy of the bid security must be uploaded with the electronic bid; the original must reach the office of Municipal Corporation Sahiwal before bid opening.

Bid Opening & Evaluation: Electronic bids will be opened on 2026-07-30 at 12:30 PM in the office of Municipal Corporation Sahiwal. Evaluation will be carried out lot-wise in accordance with the published evaluation criteria. The procuring entity reserves the right to accept or reject any or all bids as per PPRA Rules.

Key Conditions: Framework contracts will remain valid for the period mentioned in the bidding documents. Procurement will be on an as-and-when-required basis through supply orders/work orders. Rates quoted must be inclusive of all applicable taxes, duties, levies, transportation, loading/unloading, labour charges and incidental costs unless otherwise specified. Non-responsive or ambiguous bids will be rejected.

How to Apply: Submit electronic bids via Punjab e-Procurement System (e-PADS) within the submission window. Ensure all documents, scanned bid security and required certifications are uploaded. Originals of bid securities must be delivered to the office before bid opening time.
