NHA (Maintenance Region M-1) Invitation to e-Bids for 25 Routine Maintenance Works on Motorway M-1 & Hazara E-35

Issuer: Government of Pakistan, Ministry of Communications — National Highway Authority (Maintenance Region M-1).

Purpose: Invitation to e-bids for 25 routine maintenance contracts covering Motorway M-1, Hazara Motorway (E-35) and the M-1/M-2 interchange to Nia Road (6.5 km). Bidding is under Single Stage – Two Envelopes (Technical and Financial) via the NHA e-bidding system.

Key eligibility & requirements:

• Only contractors registered with the National Highway Authority and registered with Income Tax (active taxpayers) may participate.
• Valid PEC registration in the relevant category is required (C-5 or above for listed packages).
• Bid security amounts and exact PEC categories are specified in the bidding documents for each contract package.

How to obtain documents and submit bids:

• Bidding documents, detailed terms and conditions and addenda are available for download from the NHA e-bidding portal and the NHA website.
• Prospective bidders are required to submit bids electronically through the NHA e-bidding system. Hard copy (manual) submission requirements, if any, are detailed in the bidding documents.
• Technical bids will be opened on the date/time stated in the bidding documents; financial bids will be opened only for technically compliant bidders as per procedure.

Notes:

• A total of 25 separate maintenance contract packages are advertised: 20 packages on Motorway M-1 (serial Nos. 01–20), 4 packages on Hazara Motorway E-35 (serial Nos. 21–24) and 1 package for the M-1/M-2 interchange to Nia Road (serial No. 25).
• Engineer’s estimates for the packages on the advertisement range approximately from PKR 1.4 million to PKR 10.1 million; exact estimates and required bid securities are listed for each contract in the bidding documents.
