Public Health Engineering Division, Bannu invites electronic bids under E-PAD (MRS-2025) (1st Bi Annual) in accordance with KPPRA Procurement Rules 2014 on Single Stage Two Envelope System for annual maintenance and repair of drinking water supply schemes.

Key instructions and conditions:
- Bidders/contractors must be registered with KPRA; otherwise bids will be non-responsive.
- Contractors quoting up to 10% below the Engineer's Estimate shall submit bid security of 2% of the Engineer's Estimate.
- Contractors quoting more than 10% below and up to 20% below the Engineer's Estimate shall submit, in addition to the 2% bid security, an additional security of 6% of the Engineer's Estimate.
- Contractors quoting more than 20% below must submit additional security equal to the differential between the Engineer's Estimate and the submitted bid and must provide detailed rate analysis. Bids without the required additional security and/or required detailed rate analysis shall be considered non-responsive.
- Tender fee must be submitted in shape of call deposit with documents; if not attached the tender will be considered non-responsive.
- Bids must include necessary documents such as original Electrical License (Class "E") issued by Electric Inspector Khyber Pakhtunkhwa duly renewed for the year 2025-2026, details of skilled labor (names & CNICs), movable facilities, financial soundness, relevant experience, and evidence of a locally equipped mechanical workshop/warehouse.
- Bidders/contractors already working with PHE Division Bannu shall submit performance certificate duly signed by XEN & SDO concerned.
- CDR will not be released until completion of the tender process. If tender submission/opening date is a public holiday the next working day will be the submission/opening date.
- The competent authority reserves the right to reject any or all bids by assigning cogent reason. All other terms and conditions will be as per KPPRA rules.
