RFP No. 11-44/2026 — Third-Party Performance Audit of Shaikh Zayed Hospital (52H), Lahore

RFP No.: 11-44/2026. The Ministry invites sealed proposals from reputable, qualified and experienced consulting/audit firms for hiring a consultant firm to conduct a Third-Party Performance Audit of Shaikh Zayed Hospital (52H), Lahore.

Procurement procedure: Evaluation will follow Rule 36(b) of the Public Procurement Rules, 2004 — Single Stage, Two Envelope Procedure. Tender documents containing detailed Terms of Reference, scope of work and evaluation criteria can be downloaded free of cost from the M/o NHSR&C website: www.hurc.gov.pk. This RFP is also available on the PPRA website: www.ppra.org.pk.

Submission method and deadline: Proposals (Technical and Financial) must be submitted electronically through the PPRA e-Pak Acquisition & Disposal System (EPADS). Bidders must register on EPADS and ensure successful upload of all required documents before the deadline: 2026-09-21 at 11:00 hours. Technical and Financial proposals must be uploaded separately in their respective envelopes/sections on EPADS.

Bid security: A Bid Security of Rs. 500,000/- (Rupees Five Hundred Thousand Only) in the form of a CDR from any scheduled bank of Pakistan, in favor of the Drawing & Disbursing Officer (DDO), Ministry of National Health Services, Regulations & Coordination, is required.

Opening: Technical proposals will be opened on the same day at 11:30 hours in the presence of bidders' representatives who choose to attend at the address below. Late, incomplete or conditional bids will not be entertained.

Note: The Ministry reserves the right to accept or reject any or all proposals in accordance with the relevant provisions of the Public Procurement Rules, 2004.
