Issuer: Federal Board of Revenue (FBR), Revenue Division, Government of Pakistan. The FBR invites sealed bids to procure Certification-Based Upskilling Programs for Grade-19 officers of FBR under FY 2026-27 funds. The objective is to provide structured, modular, certification-based training in specialized subject areas essential for modern tax administration. Services will be delivered over a period of three years to approximately 500 officers. Each officer must complete one (1) certification per the delivery period; officers will be allowed to give preferences from approved courses based on a pre-approved framework. Eligible bidders are training and educational institutions with demonstrable experience in delivering technical and professional education/training at a national or international scale. Bidders must have capacity in instructional design, adult learning methodology, faculty deployment and examination administration.
