Issuing Authority: Irrigation Department, Government of Balochistan invites e-bids from reputable consulting firms for Design Review and Resident Construction Supervision services for the Mashkel Dam at Washuk.

Project	Design Review & Resident Construction Supervision for Mashkel Dam (Washuk)
Scope	Design review of dam works and provision of resident construction supervision during implementation.
Eligibility (key requirements)	Valid registration with Pakistan Engineering Council (PEC) in relevant Dam and Civil Works categories. Valid Income Tax and Sales Tax registration; listed on active taxpayers list. Average annual turnover of at least PKR 600 million during the last three years. Minimum 15 years of specific experience in construction of dams, hydropower structures, irrigation or major water resources projects. At least three (3) successful consultancy assignments for large dams/reservoirs or comparable hydraulic infrastructure, including at least one assignment with a consultancy contract value of PKR 300 million or above.
Bid Security	2% of the quoted cost in the shape of CDR or Bank Guarantee. Original CDR/Bank Guarantee must be submitted as required.
Submission Method	Technical and Financial proposals must be submitted electronically via B-PPRA E-Bidding. Required original documents (e.g., CDR/Bank Guarantee, authority letter) must be submitted in original as instructed.
Evaluation & Conditions	Selection will follow B-PPRA/Balochistan PPRA rules and guidelines. Consultants must demonstrate financial capacity and requisite technical staff; incomplete or non-responsive submissions will be rejected.
Important Note	Consultants must provide an undertaking on PKR 100 stamp paper and comply with documentary and attestation requirements stated in the bidding documents.
