Tender: Construction of Houses for ICT Police – National Police Foundation, Islamabad (Bid Deadline 04-Sep-2026)

National Police Foundation (NPF), Ministry of Interior & Narcotics Control, Islamabad invites sealed bids under Single Stage – Two Envelope (Two Envelope) procedure for the construction of houses for ICT Police. Bidders must submit technical and financial proposals separately via electronic submission on EPADS v2.0 and hard-copy/manual sealed submission as required.

Eligibility & Mandatory Requirements

Eligible firms must have valid Pakistan Engineering Council (PEC) registration in Category C-3 or higher and relevant fields including CE-01, CE-09, CE-10, EE-02, EE-04, EE-06, EE-07, ME-01 & ME-02 (as applicable). Firms must be on the Active Taxpayers List (ATL) with valid Income Tax and Sales Tax registration at the time of submission, and must provide Security Clearance from AIG General, ICT Police. Original bid security (Call Deposit Receipt / Pay Order) in favour of National Police Foundation (NPF) must be submitted in hard copy within the prescribed deadline; scanned copy should be uploaded to EPADS where required.

Evaluation

Technical proposals will be evaluated first. Financial proposals of only technically qualified bidders will be opened subsequently on a date/time communicated through EPADS v2.0 / NPF. NPF reserves the right to accept or reject any or all bids in accordance with applicable rules.

Bidding documents, terms & conditions, specifications and other requirements are available on EPADS v2.0. Bidders must ensure timely registration and electronic submission on EPADS v2.0 and timely physical delivery of the sealed hard-copy/manual bid; failure to complete either submission requirement may render the bid non-responsive.
