District Health Officer Lower Dir Invites Bids for Medical Supplies & Equipment (E-PAD) – Deadline 2026-08-31

The District Health Officer, Lower Dir invites sealed bids through the e-PAD (E-PAK Acquisition & Disposal) system under National Competitive Bidding (NCB) for procurement of medical goods, equipment and services for the financial year 2026-27. Procurement will follow Single Stage One Envelope procedure in accordance with Khyber Pakhtunkhwa Public Procurement Rules 2014. Contract/rates remain valid until 2027-06-30 or until award of a subsequent contract.

Key submission and eligibility information:

- Bidding documents, detailed specifications, eligibility criteria, general terms and conditions are available from the office of the District Health Officer, Lower Dir during working hours or can be downloaded from the E-PAD portal.

- Bids must be prepared on original letterhead, duly signed and stamped. Rates must be quoted in figures and words; handwritten rates are not acceptable.

- Bid Security: A Call Deposit Receipt (CDR) specifying each item must be uploaded on the E-PAD portal and the original CDR in a sealed envelope must be submitted to the office. Hard copy containing the original CDR must reach the office through Registered Post or GPO by 11:00 AM on 2026-08-31.

- Electronic bids will be submitted through the E-PAD system and will be opened at 11:30 AM on 2026-08-31 in the presence of bidders or their authorized representatives.

- Wherever applicable, valid proprietary or authorization certificates must be attached to the bid.

- All bidders must be registered on E-PAD and with the Federal Board of Revenue (FBR). Applicable government taxes/duties will be deducted as per rules.

- For Serial Nos. 1 to 3 (Emergency Medicine, Surgical & Disposable Items, Vaccines & Biologicals), bidders must possess a valid Category-A Drug License.

- Separate bids shall be submitted for each item. The Competent Authority (District Health Officer, Lower Dir) reserves the right to accept or reject any or all bids in accordance with Rule 47 of KPPRA Rules 2014.
