Project Implementation Unit (PIU), Pakistan Meteorological Department (PMD) invites Expressions of Interest (individual consultants) for selection of a Civil Engineer under the Integrated Flood Resilience and Adaptation Project (IFRAP) / Modernization of Hydromet Services Project (MHSP), Loan No. IDA-T3330. Reference: PK-PMD-562890-CS-INDV.
Scope: Provide civil engineering inputs for strengthening hydromet infrastructure, including design review, preparation of BOQs, construction supervision, contract administration, quality assurance, and related tasks as defined in the Terms of Reference.

- Bachelor’s degree in Civil Engineering from an HEC-recognized university; Master’s in Civil/Construction/Structural Engineering or related field desirable. - Registration as a Professional Engineer with Pakistan Engineering Council (PEC) preferred. |
- At least 10 years of progressively responsible professional experience in civil engineering design, planning, cost estimation, preparation of BOQs, construction supervision, contract administration and quality assurance. - Demonstrated experience preparing engineer’s estimates, technical specifications, bidding documents, and evaluation of civil works. - Experience with projects financed by World Bank, ADB, JICA or other development partners is an advantage. - Proficiency in AutoCAD, MS Office and engineering software for planning, estimation and reporting. |
Selection and Contract: Consultants will be selected in accordance with the World Bank’s "Open Competitive Selection of Individual Consultants" method and the World Bank’s Procurement Regulations for IPF Borrowers (November 2020). The consultant will be employed on a contract basis and will work full-time on PIU PMD assignments in Islamabad.
