OPF Invitation to Bids for Excavator, Tractor, Hydraulic Trolley and Water Bowser for Zone-V Islamabad

Overseas Pakistanis Foundation (OPF) invites bids for the supply of equipment for operation and maintenance of OPF Housing Scheme Zone-V, Islamabad.

How to obtain bidding documents: Download from E-PADS 2.0 (E-Pak Acquisition & Disposal System) and OPF/PPRA websites.

Submission method: Bids must be submitted electronically through E-PADS 2.0.

Deadline for submission: 2026-07-27 at 12:00 hrs. Technical proposals opening: 2026-07-27 at 12:30 hrs in the presence of bidders or their authorized representatives at the address below (or as per E-PADS 2.0 schedule). In case of public holiday/closure, the next working day will be considered.

Bid security: Bids must be accompanied by Bid Security in the form and amount specified in the bidding documents (refundable to unsuccessful bidders). Bid Security instrument (CDR/Pay Order) must be uploaded (scanned) on E-PADS 2.0 and the original submitted before bid closing date and time. Bids without required Bid Security will be rejected.

Eligibility and document requirements: Bidders must be active tax filers and provide valid NTN / Sales Tax Registration (where applicable) with supporting documentary evidence and any other documents required in the bidding documents. All bid documents must be complete, duly signed and stamped by an authorized signatory, properly paginated and indexed. Conditional, alternative, dual or multiple offers will be treated as non-responsive and rejected. Incomplete or non-responsive bids shall be rejected in accordance with PPRA rules.

Right to accept/reject: OPF reserves the right to accept or reject any or all bids prior to acceptance in accordance with applicable PPRA procurement regulations.
